Written by Elaine M Power, this short paper explores the roots of these two approaches to food security and the recent attempt to unite the issues of poverty and sustainability in a community-development approach to food security. Power, like others, is concerned that the impact of the current community-development approach may contribute to “victim blaming” and in the longer term may not benefit either the antipoverty or the sustainability movement. This short overview's  purpose is to promote discussion of these important issues.  This is one chapter in an on-line book entitled For Hunger-Proof Cities:Sustainable Urban Food Systems, published by the International Development Research Centre and found here: http://www.idrc.ca/en/ev-9394-201-1-DO_TOPIC.html
